Garland Briggs is a USAF Major who is involved with several Top Secret Projects including the Blue Book Projects (UFOs). He is not wired like other mere mortals.

Log Lady: You wear shiny objects on your chest. Are you proud?

Major Briggs: Achievement is its own reward. Pride only gets in the way.

The Log Lady introduces Major Briggs to her Log. She then instructs him to "Give him the message."

Does he understand the cryptic message? Yes.
